J&T worked with the local government to secure funding, obtain required rights-of-way, Stream Alteration Permits, BLM agreements, obtain the Environmental Assessment, and Cultural Resource Study required for construction. The project funding was phased and completed over a 7 year time frame. The roadway is through BLM open range and required coordination with BLM and permit holders. The project was funded through the local government and UDOT.
